Description: 

The Olefins & Polymers USA division of INEOS USA LLC (“O&P”) is one of the largest producers of Olefins and Polyolefins in North America.  The Pipeline Supply Organization (PSO) department of the business operates the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and 450 miles of pipelines in the South Houston region. The Hobbs Fractionation Complex separates Y-Grade NGLs and produces C2s, C3s, and C4+ and serves as an important part of the CBW supply portfolio.  The Stratton Ridge salt dome storage facility stores various feedstocks and products and is integrated with the pipelines systems for transport and distribution.

GENERAL DUTIES

  1. Responsible for the installation, operation and maintenance of all pipeline facilities.
  2. Interface with customers on installation, construction, maintenance, testing and troubleshooting related to pipeline systems, measurement, and associated equipment.
  3. Responsible for maintenance and operation of custody transfer measurement facilities and perform product quality control tests.
  4. Responsible for the general upkeep and maintenance of all facilities and equipment, including pipeline right-of-way, including, but not limited to excavation, repairing, coating and backfilling pipelines, painting, weed control, etc.
  5. Locate and mark facilities per Company Damage Prevention Program and One-Call procedures prior to and during encroachments and excavations.
  6. Meet requirements of Company Operator Qualification Program, perform identified covered tasks and remain compliant.
  7. Perform pipeline patrols, population density surveys, leak detection surveys and inspection per company procedures.
  8. Coordinate local Damage Prevention activities.
  9. Provide oversight and inspection to ensure asset protection and compliance with company procedures of excavation activities near pipeline facilities.
  10. Participates in quality emergency responder programs.
  11. Represent the Company during contacts with landowner/tenant, public official, emergency official and local organization (i.e. One-Call, Pipeline Group, Soil Conservation, etc.) meetings.
  12. Perform governmental compliance activities (PHMSA, State Agencies, EPA, USFS, etc.)
  13. Perform mapping, record keeping and data entry duties per company policies.
  14. Identify report and correct safety and environmental concerns.
  15. Participate in the development of O&M Procedures, Site Specific Procedures, project scopes and work plans.
  16. Complete all applicable documentation and record keeping.
  17. Perform all work in compliance with Company Standards, procedures, regulatory and tariff requirements.
  18. Demonstrate performance toward operational excellence.
  19. Other duties as assigned.

 

Requirements: 

EDUCATION AND EXPERIENCE

  1. A minimum of a High School diploma or G.E.D. equivalent is required.
  2. VoTech certificate or Associates Degree in Electrical/Electronics, or, 2 years of Oil & Gas technical field or related work experience required. 

Must possess or be able to attain a valid government TWIC card upon employment.

 

  

EXPERIENCE, SKILLS, AND KNOWLEDGE

  1. Knowledge of the general design and operation of a liquid or gas pipeline is preferred.
  2. Basic computer skills required; Intermediate computer skills preferred. Microsoft Office - Preferred:  experience in scheduling projects, multi-tasking, organizing and maintaining records. Experience with SAP preferred.
  3. The ability to perform basic mathematical calculations, such as percentages, ratios and proportions to practical solutions is required.

  2.  Knowledge of centrifugal pumps, regulators, MOV’s, electronic controls and medium electrical voltage with an understanding of NGL or gas pipelines is preferred
  3. Knowledge of company policies and practices, and regulatory and tariff requirements.
  4. Knowledge and experience in safe handling practices of flammable gases, liquids and high-pressure systems.
  5. Experience reading and interpreting job-related blueprints and diagrams.
  6. Knowledge of operating cost associated with the equipment in area of responsibility.
  7. Working knowledge of National, State and local electrical codes.
  8. Ability to estimate pipeline projects, customer service & repair requests, and equipment installations, provide bids and complete AFE requests.
  9. Ability to operate construction equipment.
  10. Ability to coordinate schedules, safety programs & communications, and assist in qualification evaluation.
  11. Ability to effectively communicate, both verbally and in writing, with other individuals, teams, customers, and stakeholders of the business, at various levels of the organization, in a business-like and professional manner is required.

  1. Must successfully pass a pre-employment drug and alcohol screen, and background checks.
  2. A valid driver’s license with driving record acceptable to the Company is required.
  3. The ability to take call-outs and work overtime is required.
  4. Must be self-motivated
  5. Ability to assume responsibility, be flexible, perform duties and handle multiple tasks under potentially stressful and/or hazardous conditions.
  6. Ability to represent the company through public speaking.
  7. Ability to modify communication style in order to influence, persuade, negotiate, and engage all parties according to the audience and circumstances is required.
  8. Ability to interface directly with customers professionally and provide a high degree of customer satisfaction.
  9. Must have good communication skills when speaking to land owners, ranch hands and contractors.
  10. Must successfully complete company’s locator training program, and pass applicable written and field tests.
  11. Develop general knowledge of State and Local cathodic protection regulations.
  12. Develop general knowledge of utility construction patterns and layout.
  13. Learn and apply safety measures relating to motor vehicle operations, manhole entry and other field related matters.
  14. Learn the basic skills required within NULCA’s Locator Competency Standards and the U.S. DOT Office of Pipeline Safety as they relates to gas line locating and Operator qualifications.
  15. NACE certification required.
  16. Must be able to obtain CPR and First Aid certification, upon employment.
  17. Upon employment, will be subject to random drug testing in compliance with federal, state and company guidelines.

Must possess or be able to attain a valid government TWIC card upon employment.
